Level 3/4 automation at global scale is blocked less by general driving performance of ADS than by provable legal compliance. We show how legislation becomes a machine-readable rule set, evaluated at runtime in the driving stack: ambiguity handled systematically, conflicts resolved deterministically, and compliance evidenced via proof trees and decision logs. Traffic law as an operational asset.
