Towards Vision Zero - The Role of Legal and Consumer Protection Requirements

As vehicle automation and autonomous technologies are on the rise, there is big hope that they can further reduce both number of accidents and fatalities in road traffic. Todays’ levels of safety on the roads have been primarily achieved due to a legal framework as well as consumer protection requirements around the world that has forced the stakeholder to make vehicle and road safety a priority. However these requirements are foremost concerned with regulating and assessing injury mitigation in case an accident happens. Recent new requirements, mainly in the consumer protection domain, are now also focusing on active safety technologies that prevent accidents, i.e. autonomous emergency braking systems. However to achieve Vision Zero, such technologies have to further mature and a legal framework has to be established to make them mandatory.
The presentation will provide an overview of the legal frameworks and consumer protection requirements around the world. It will also give a outlook on coming activities which will set the boundary conditions in the development of autonomous driving technologies. Furthermore the presentation will discuss the need for a harmonization of legal frameworks and consumer protection requirements in the major markets.
