Scenario generator

Translates existing logical scenario dataset into OSC 1.x or OSC 2.0 standard scenario format. Perform individual testing case in both simulation and real world testing, then by applying related ODD and function cases to test out the ADS system. The map is in XODR format, the scenario is in OSC format and will testing all the existing functions with OSI interfaces.
